Citizens Allied for Pennsylvania Patients (CAPP)

PMSLIC is a founding member of CAPP, which is a non-profit organization dedicated to correcting problems in the medial liability system to make health-care affordable and available in Pennsylvania. CAPP has established an amicus curiae committee to provide structure for efforts to both protect MCARE and advocate for reasonable judicial decisions. CAPP also tracks bills of interest introduced in the Pennsylvania General Assembly.

CAPP asked Milliman USA to study the impact on rates if we were to attain a cap of $250,000 on non-economic damages. The results of the study completed in July 2003 show a 12% savings at the primary level and a 42% savings at the MCARE level. This translates to an 18% overall savings.
